Internet freedom is understood as the exercise and enjoyment of human rights and fundamental freedoms on the Internet in compliance with the European Convention of Human Rights. The indicators included in the Recommendation provide a toolkit for member States to evaluate and report on the state of Internet freedom in their jurisdictions. They address freedom of expression and access to information, media freedom, freedom of assembly and association, the right to privacy and personal data protection and the right to an effective remedy.
