Despite constant achievements in the field of integration, many people with disabilities in today's Europe still feel discriminated against. Therefore, many countries strive towards equal opportunity policies.
This comparative analysis of legislation to counter discrimination against persons with disabilities takes stock of existing legislation covering all areas of life, such as education, mobility, accessibility, vocational guidance and training, employment, sports, leisure and culture, medical care, etc.
Based on contributions from governments, non-governmental organisations of and for people with disabilities as well as employers' associations and trade unions, the report identifies three main approaches to achieve equality of opportunity: anti-discrimination legislation, preferential treatment and compensatory measures.
Governments are recommended to apply a balanced "policy mix" of legislative and other measures to eliminate discrimination on the grounds of disability and achieve full citizenship of persons with disabilities.
