Local democracy: a civic project ( No. 43) (1998)

This document brings together the proceedings of two meetings organised in Strasbourg and Budapest. In the light of the conclusions reached at these meetings, the Congress of Local and Regional Authorities of Europe adopted a recommendation and a resolution which put forward a civic project in favour of European democracies at the dawn of a new century.
