Measures against sound and audiovisual piracy - Recommendation No. R (95) 1 and explanatory memorandum (1998)

In response to the resurgence of sound and audiovisual piracy in Europe which causes serious harm to the media industry and to national and European culture, the Committee of Ministers of the Council of Europe drew up this recommendation. It proposes a series of concrete measures of a legal, technical and educational nature, which take account of the transnational dimension of the phenomenon.
